Visitor Visa for Parents to go from Seattle to Alaska

Hi All,
We are planning to go on a cruise to Alaska from Seattle and come back to Seattle. We have bought the tickets to the cruise. As a latest development, my parents are coming to US from India to visit us. I want to take them on the cruise as well. There is a one day stop in Canada, for which they require Canadian visitor visa mandatory to board the ship. Can we apply for their Canadian visitor visa from US? they have a valid multiple entry US b1/b2 visa. How long does it take? What documents will they need to bring? Is there any expedited visa process available for this?
Hope someone can help me out with these questions..

1. You can, but the posted processing time is 21 days, but as they have no ties to the US, it is quite possible it will be refused.
2. As they have a US B1/2 they could apply in India under the Can + programs which supposedly has a faster processing time than the posted 25 days. Supposed to a few days to process see: http://www.cic.gc.ca/english/department/acts-regulations/forward-regulatory-plan/facilitating-travel.asp
