Visitor visa for my mother

Myself, my wife and son have got our COPR and are scheduled to land in ontario for a hard landing in feb. I am looking to apply for a visitor visa for my widowed mother. She owns 3 properties and has substantial investments in stocks and FDs which can take care of her trips and expenses. She currently has rental and investment income. My question is can I apply for her Visa straight away or do I need to wait for her to get a job and get the PR card. I also have substantial liquid investments to take care of her if need arises.
Please guide in the above

Also to add she has a 10 year multiple entry Us visa and she has visited Us in the past. She has also visited China, Hong Kong, Bhutan and Nepal in the past.

It’s advised for you to get established before she applies for a TRV, otherwise it looks like she’s moving with you .
Confused though with your comment about her getting a job and a PR card or was that a mistype ? She needs to prove she can take care of her own finances, not you . She’s allowed to visit for a time period , if permitted, not live

its almost impossible for you to get her visa so soon. It will clearly show that she is moving with you and she will not leave after stipulated time frame. better to wait for atleast a year and then apply
