I don't think you can sponsor another person, even if parents, until at least 5 years pass from your PR date. Additionally, there is a cap on parent sponsorship, and an exceedingly long wait time. As JRPW said, your best bet is supervisa. If its too expensive, consider tourist visa to meet up your mom and wife. I think to apply for PR just for a visit is really unnecessary.

EDIT: Oh my bad, you are already considering visitor visa from your subject line. I got confused when you said sponsorship. I don't think there is anything stopping from inviting your mother here - send her an invitation letter saying you will take care of her. However, the officers will look more at her financial status than yours and connections back to her home country in deciding whether to give her visa or not.

If you feel that a Supervisa is too much then I think you are going to have issues to start with. Your mom, either via you or herself will have to show she has travel medical insurance to cover her while she is here on her 'visit'. She will need to show considerable ties to her home country that will prove she will return once her 'visit' is over. These proofs can include, a job, property, business ownership, a husband, other family members that she cares for. There are many things that can be included for her visit visa. The key is to provide overwhelming proof that she will leave once her visit is over.

I think if you are approaching this from a monetary stance, you are going to set yourself up for a letdown though.
