Visitor visa for my father

Hello, I have received my TRV and work permit under federal skilled worker category valid until Nov 30 2017, I am currently residing in Pakistan and will be reaching in Montreal Canada in first week of July 2017 (will file my TRV extension upon my arrival). Can I apply for my father's visitor visa now? Or should I apply when I reach in Montreal and have my SIN, Postal address etc. Please advice.

You can apply your father's visitor Visa now but chances are very low.

But your chances will increase if you will apply after arriving Montreal.
Apply for max. 20-25 days visit only and CIC will give Visa for 10 years usually.
I did the same for my parents last week while living in Alberta.
