Visitor Visa for expired PR

Hi,
My friends' dad PR expired and he has not met his residency requirements. Can he get a visitor visa/super visa to enter Canada ?

Yes - he can apply for a visitor visa or super visa. However he will first have to write a letter to the Canadian embassy to officially state that he is giving up his PR status.
