He is my mentally disabled half-brother.
Here are the main reasons that keep repeating according to the GCMS notes :
- not convinced with ties to the main country given that the hosts (me and my other siblings) are in Canada. Besides my parents (who applied for the supervisa, he has no one to look up to in main country). Grandparents died, biological father as well. Aunts and uncles have their own children to look after
- "applicant suffering from severe medical condition and residing in country where medical services are less well established than Canada"
You're in a difficult situation since your brother already has two refusals. So if you submit a third application, you'll want it to be much stronger than the first two. The fact that both of your parents have super visas will likely make approval more challenging. A super visa indicates that your parents likely have plans to take a longer trip to Canada and potentially remain in Canada for two years. If your brother is dependent on them entirely, this would indicate they want him to remain with them. A TRV really doesn't allow a two year visit.
What evidence did you provide in the application?
- Did you show that you had already purchased private travel insurance to cover your brother's trip to Canada?
- Did you show substantial savings (yours or your parents) to cover the costs of the trip and his stay?
- Did you show evidence of your employment?
- Did you include a letter / affidavit confirming you will cover all of your brother's costs while he is in Canada?
I would read through the original post in this thread. It contains a lot of great information about what the original poster put in their application to get an approval. Did you provide each of these?
Ultimately it may not be possible to get a TRV approved and you unfortunately may have to be satisfied with visiting your brother in his home country rather than having him come here.
