Visitor visa for a child

Hi everyone,

I have PGWP and my son (13 years old) as visitor status.
I applied for entry visa from inside Canada, however, I wasn't able to submit an online application to my son and when I called them today they said I can't apply from inside Canada for him.
Can I send paper application with some supporting documents? or they may refused the application.
