1. You can apply, but don't hold your breath that it will be issued, a majority of spousal applicants are refused TRVs. The PR application shows the intention to remain permanently.

My pr application is at NDVO since 30 august, can u please guide me how much time they ll take place for pasport request.. pcc, medicl etc already submited

Agree with @PMM
But possible if you can proof to immigration strong ties to your country so after visit Canada, you wont stay/return home
