visitor visa denied because of 179b

Hi My son's girlfriend wants to visit Canada but her visa application for a temporary visa was refused based on the following criteria:

* You have not provided sufficient documentation to support your or your host's income and assets.
• I am not satisfied that you will leave Canada at the end of your stay as a temporary resident, as stipulated in paragraph 179(b) of the IRPR, based on your travel history.
• I am not satisfied that you will leave Canada at the end of your stay as a temporary resident, as stipulated in paragraph 179(b) of the IRPR, based on your family ties in Canada and in your country of residence.
• I am not satisfied that you will leave Canada at the end of your stay as a temporary resident, as stipulated in paragraph 179(b) of the IRPR, based on the purpose of your visit.

I need advice on how to proceed to submit an application that will be approved. Where can I find more information on these criteria, what is the most efficient way to respond.

We need a lot more information. Where is she from? Is your son in Canada? Is he the host? What documents did she provide? What proof of finances did she provide? Did you provide evidence of strong family ties in her home country?

Kelly is from Japan but has a Brazilian citizenship. My son has been in Japan for 18 months but is returning to Canada February 1. She provided family information, passport, citizenship card, letter of invitation, proof of relationship, work history, return airline ticket informtion, trip details (purpose, how long she is planning to stay). All of the components of the required submissions for the online temporary visitor visa were included. Japan is a cash society and Kelly is a young person, so often her jobs would pay cash and she would pay cash for rent etc. She was able to provide two months of bank statements for her income before submitting. Her mom and dad live in Japan - as well as a grandparent and a sister. The form for family information did not leave room for any extra family members beyond parents and children (which she does not have).

How much money has she got to support herself? How much does she get paid? It's possible that whatever she does pays a lot more in Canada. Has she traveled to anywhere that she required a visa?

She has just less than 3000 to support herself. I documented that her tickets were paid for and her food and lodging while she stays are free because she will be staying with my family.
She currently works in a call centre offering customer support. I am not sure if that job pays more in Canada. She is also trained in aesthetics, which is not her main income there. She has not traveled to any visa requiring countries in the past 10 years but she has been to Brazil and Italy with her parents many years ago. I don't think that counts in the eyes of the Canadian immigration officials.
