Visitor visa delay

hello ,
My parents applied visitor visa by paper application at Chandigarh visa office on 16 January 2017 and still in process.Parents already visited me in 2013. My father is retired officer from police department last year. Don't know what is going on. Please give some advise what we can do to speed up process .
