Visitor visa applied in India, but staying in US at time of passport request.

Hello,
My father-in-law applied Canada visitor visa, while he was in India (his home country). Now he came to US on B1 (US visitor visa) and his case was updated requesting for passport. I am confused, if he can send his passport here in US and that would not create any issue ?
I was going through CIC.gc.ca/submit and it says, in order to determine, where you should send your passport, refer to question no. 7 and 9 of your application.
There is no number to call in embassy, from where I can cross check this.

You cannot call the Canadian visa office. You must send your father-in-law's passport to the LA VAC. The contact details are here:
