I want to invite my brother to visit me. I m a PR. We applied his visa through an agent but he didn’t prepare his file well. I had a medical reason that I will hv a surgery and I need him here and my parents can’t travel because my dad is sick and my mom has to be with him. now should I give the same reason? He is single and 26 years old. He is running dads business. But my surgery is canceled though I do have doctors notes and everything. Should I apply on same basis by adding more documents or should I wait some more time to apply with another reason.

Does this mean your brother's visa was rejected previously? If so, better address the issues why he was rejected. What was the reason for refusal?
You and your brother need to be truthful when doing an application. What is your brother's REAL purpose in visiting Canada? Because when you said "should I wait some more time to apply with another reason" it means your surgery is not his purpose.
The previous application is already on record. Meaning when a Visa Officer pulls out your brother's file it is already indicated there when he applied and some notes on why he was rejected a visa. Was your surgery cancelled because your brother's visa was rejected? I mean on the previous application for sure you indicated the date when your surgery was supposed to take place. If you go with the same reason, you also need to address the Visa Officer why the surgery was cancelled and rescheduled.
Yes it was rejected before. Actually earlier My dr told me that I will have my surgery but there was no date given. Now there is no surgery. I mean it will be cured through medicines. Still I think I hv to mention the same reason. I cannot put something else
