Visitor Visa application with expired PR

Hello All,

I am wondering if anyone has gone through the route of applying for Visitor Visa with expired PR. I heard from a senior citizen that he was in similar boat and when he applied for Visitor visa he was offered to renew the PR. I am not sure how much of this is the truth but I really want to know if anyone has actually tried to apply with and expired PR and what was the outcome.
Facts:
PR Expired on 19 Oct 2019
Residency Obligation met: No. I stayed at max 15 days during my PR validity
citizenship: India

You need to renounce your PR status first. Once you are no longer a PR, you can apply the visitor visa and see if you get it or not.

If you want to apply for a TRV you need to formally renounce your PR status first.

If you want to try to keep your PR status then you need to apply for a PRTD with H&C considerations and provide an extremely strong argument on why you have failed to meet the residency obligation and are also only applying for a PRTD now. The chances of a PRTD being approved in your case are likely close to nil. If you want to visit Canada, best option is to renounce PR and then apply for the TRV.

Senior was probably advised to try to apply for PRTD based on H&C first. If denied then would lose status and could apply for TRV. Assume their situation and history in Canada is quite different than your own.

If I apply for PRTD and it gets denied, is it like a negative history? For example I know there are questions like 'have you been denied a visa' in several countries visa application form

It results in a revocation of your PR status. It is subject to appeal, but keep in mind winning such appeals is exceedingly difficult.

If you mean applying for a Canadian visitor visa later, yes, it would have to be disclosed, and it may be considered a negative as indicates desire to remain in Canada. Not an automatic refusal of a visa, however. Not necessarily a negative for applying for permanent residency anew, but may not be feasible for many.
