Not sure if CAN+ is still a thing or not, but applicants have valid US H1B visas but no previous travel.

Looks like CAN+ is not considered. No movement. Eligibility didn't start so far.

Not stuck just normal processing. Very unlikely to be related to the denied study permit a decade ago.

Regarding the old application, is it for the same person you applied for twice?

Also, do you know when your eligibility was marked as completed on the tracker for the application which got approved?

No, that's a different person. IRCC always mentions not to apply twice.

I don't know if it was ever marked as completed. I have the first application, which I can see in the tracker, but not the second one. I think, per the tracker, you can only check the status of one application.

The application that got approved is the second one. Within the portal, it was showing the background check in progress and eligibility had nothing but a generic "We are processing your application....". It still shows the same, but at the bottom, I see Final Decision: Your application was approved.
