Are you exempted from travel restriction? If yes then you should read this and send the email on given adress. https://www.canada.ca/en/immigration-refugees-citizenship/services/coronavirus-covid19/visitors/visa.html#existing

and if you are not exempted from travel restriction then they will not process TRV and put hold until travel restriction lifted.

Visitor visa - over 6 months
You are eligible to apply for a visitor visa to travel to Canada.
A visitor visa costs $100 CAD. It permits travel to Canada by air, car, bus, train or boat and is valid for up to 10 years. Processing times vary, depending on the number of applications currently being processed.

You are eligible to apply for a TRV now. However if you don't fall under an exemption and aren't eligible to travel at this time, IRCC will process your application with a lower priority and you should expect it will take longer than the posted processing time.

The reason why your application will be processed with a lower priority is because IRCC is focusing right now on processing the applications of individuals who can travel to Canada under one of the exemptions.

Yes - they will be extended. I would expect the travel restrictions will continue to be in place until later summer / fall.
