visitor refusal

Hi, hope someone can help to analyze some refusals here
My wife applied for a study permit last year but it was refused. We got married in Dec1st and decided to try the temporary visit visa at the end of last year. But it was refused again. many reasons such as not strong family tie, not satisfied about leaving canada based on the purpose of visit. Then I found an agent to apply another time again. She prepared a lot of documents i.e. traval plan and also give the reason to visit canada as we will go to banff to get marriage photos. But it was refused again. the reason this time is only satisfied about leaving canada based on the purpose of visit.
i wondering is it just not good enough reason to visit or there is something else wrong?
if it is just not a good reason, what reason can bring her to visit me?

Taking pictures is certainly not a good reason to visit Canada. Have you started her sponsorship yet? Spouses of Canadian citizens and PRs often struggle to secure TRVs because most aren’t actually visitors and want to move to Canada. Before Covid approval rates were extremely low. It has gotten slightly better during Covid but you still need to show good ties to be approved like longterm employment, property ownership, other ties to your home country, international travel history to countries like the US, UK, Australia, etc. Would suggest submitting your sponsorship application as soon as possible if you haven’t already and try to apply for a TRV when you are around halfway through the sponsorship process. With so many refusals it will be difficult to get approved. She may need to wait until she gets PR.

Not sure how honeymoon in Mexico will help getting a TRV but having a honeymoon in Canada is unlikely to change the outcome of the TRV application at this point unless you didn’t provide proof of ties, her finances, employment, etc. in previous applications. Would suggest applying for GCMS notes to give your more information on why she was denied but that will take around 3 months. Your best option is to submit your sponsorship as soon as possible.
