yes you can file out-land whilst in-land... we got married April 7th, I went home and did medicals and waited for marriage certificate. we crossed April 19th. We mailed our app on aPRIL 23rd. I got 8 months when we crossed and will just file an extension asking for a year in December should be done with the PR process by then. they don't usually keep track but I thought at airport for international flight they scan your passport? if your passport was scanned they know you left. or even stamped your passport upon arrival home? just proof of when you left. most international I have been is US to Canada. in any event GL!

They check your passport at baggage drop off and then again just before boarding, not sure if it's scanned into a computer never taken much notice!, there's the boarding pass I've got to too, I assume there must be some record with the airline (if not immigration) that they have the power to check (when I arrived last time I had not printed off my itinerary detailing return ticket but the guard was able to check something on her computer and see I wasn't lying and did actually have a return booked). On arrival back in the UK they don't give any stamps (guess they don't have to for UK passport holders) in the passport, they take a look at the passport but not sure if they record re entry let alone if it would be shared with the Canadian authorities.

I'm still not sure I follow what you mean by applying outland whilst inland...you still had to return home for medicals?
