yes you can file out-land whilst in-land... we got married April 7th, I went home and did medicals and waited for marriage certificate. we crossed April 19th. We mailed our app on aPRIL 23rd. I got 8 months when we crossed and will just file an extension asking for a year in December should be done with the PR process by then. they don't usually keep track but I thought at airport for international flight they scan your passport? if your passport was scanned they know you left. or even stamped your passport upon arrival home? just proof of when you left. most international I have been is US to Canada. in any event GL!
