Visitor record to closed work permit

My friend's PGWP is already expired, and he's recently approved visitor record. Now he has a positive LMIA with his name on it. How can he apply for closed work permit online?
Because when I help him fill in the online forms, I choose the current immigration status as "Visitor", "Currently present in Canada" and it said the application is ineligible.
But If I choose "Worker" or "Temporary Resident Permit Holder", then it's eliglible.
Is there anybody facing this issue? As I know, according to the recent policy, visitor can apply closed work permit inside of Canada right?

No, this is the wrong option. This is for TRP holders which are people who are otherwise inadmissible to Canada. OP does not have a TRP.
