visitor permit instead work permit for my wife

Hello.
I need help.
Im a foreign temporary worker through PNP. I have a 2 year close work permit.
In my application my wife and my youngest son were included but they didnt appear in the letter of acceptance issued by BC PNP.
I went to the BC PNP office to let them know and ask them if it ll be a problem for my wife and son to apply for a work permit, the answer was that I would have no problem.
My family flew to Canada hoping to apply for an Open Work permit for my wife with my son included. My surprise is that they were given a 2year visitor permit instead
How can I fix this?
Do they have the tight to ask for a work permit?
Which are the steps to follow now so its fixed?

1. To get a spousal work permit, your wife has to show that you are working in a NOC A, B or O occupation. She can apply in Canada or at a border point.
2. Your son is not eligible for a work permit.

Yes, my son doesnt need a work permit.
But dont I need my gamily to be included in my BC PNP letter of acceptance?
Would nt the customs refuse them if they dont apply under my UCI number?
