Visitor Extension Refusal and new Public policy exempting certain out-of-status foreign nationals

Hello guys,

My friend's visitor visa extension got refused today.

According to the new Public Policy exempting certain out of status foreign nationals in Canada from immigration requirements: COVID-19 program delivery

• Restoration [PP.A]
  The public policy introduces an exemption from the requirement to apply for restoration within 90 days of losing temporary resident status for all foreign nationals (former workers, students and visitors) in Canada. Temporary residents whose work permit, study permit or authorization to stay expired after January 30, 2020 will have until December 31, 2020 to apply to restore their status instead of the current 90 days.

Would he be able to apply for restoration of Visitor Visa Status under this new update? His Visitor Record Expired on June 15, 2020 and the extension got refused today.

What is the end goal? Your has been refused a visitor extension so he/she is unlikely to be able to remain unless there is some extra information not given during the extension request. How long has your friend been in Canada as a visitor and how many extensions have they had? What are they doing in Canada?

You are right. Extra information would be needed to get it approved.
He has been in Canada for about a year now. Its highly unlikely to get an extension for him now. He was just visiting family.

We were just curious whether he would be able to apply for extension with restoration under the new policy or not.

He can apply but whether he will get approved is another story. If he is only visiting family a year is already a long time. The person needs to make plans to return to their home country..
