Can you clarify the question the baby has been born in Canada and because of that the mother wants / expects to get Canadian citizenship ?

The baby can get a Canadian passport. The mother gets nothing.

Agreed. The mother is just a visitor and cannot remain in Canada beyond her allowed visit. She will get no benefits from giving birth to a Canadian citizen child. She will also have to pay for the costs of the birth in Canada and should budget $10K to be safe (although the amount could be substantially higher if there are any complications).

Also they tend to crack down on expecting mothers. Unlikely they will approve a stay if the mother is expecting shortly.
