visiting visa refused!!

good morning

so we have applied for a visiting visa for my husband to visit Canada (me and my kids we already have the passport).

we applied in mid june and got the reply in mid Aug (2 months) ...which is longer for the time that is expected which is 30 days.

anyways all our paper work was good and there was no issue but when we got the reply they said they refused it because they are afraid that he will no leave the country after. and that's it!

there is no evidence tht might indicate that he wont...he applied for a visa 2 times before which in these both time it got accepted and he just visited canada and left.

and also he has a good job n good salary back home so he does not need or cant just leave ur behind since it's our only source of income.

so the refusal just doesnt make sense.

who can we contact or how can we explain our situation to??

we cant jst apply again since it will take too long...
and already me and my kids are in canada expecting him to come and visit soon...

plz help

Unfortunately there's no one for you to contact. The only option would be to reapply - however the chances of being refused again are high.

It's quite common for spouses of Canadians to be refused a TRV since IRCC often suspects that the person has plans on remaining in Canada long term and is trying to use the TRV as a way of moving to Canada early. The fact you and your children are already in Canada would raise further concerns that your husband has plans on remaining in Canada long term.

If your husband is in fact looking to move to Canada long term, I would recommend that you apply to sponsor him for PR as soon as possible (if you haven't already).

as for the PR yes we are working on the paper work and will apply soon. but ofcourse the PRta takes about a year to be replied to..
that us why we applied for the TRV now..

as for the contact..
tge letter tht we received came from the Abu Dhabi canadian embassy and they have their email there...do you think we can try emailing them?
also on our CIC application account where we got the news..it says tht if there is an issue we can contact them through IRCC web form...

do u think this applies to our situation since its refused not canceled or delayed?

Emailing the Canadian embassy or visa office won't help - there's no point doing this. A decision in your application has already been made. Again, your only option is to reapply with stronger evidence of your husband's ties to his home country.

Again, you should focus on getting the PR application submitted as soon as possible.
