I wouldn't bother. First of all, CIC may not approve the TRV and may just say that she should enter Canada using her passport since she's visa exempt. Secondly, the TRV changes nothing about the entry into Canada and certainly does not guarantee that immigration will allow her in. Someone with a TRV can definitely still be refused entry and holding a TRV certainly doesn't mean you won't be questioned at the PEO. In other words, she will still have to pass through immigration and go through the exact same process to enter Canada regardless of whether she's a TRV holder or enters on her passport alone.

The only document that *might* make a difference is a Nexus card since a Nexus card typically allows you to bypass speaking with a human at immigration. Downside is that I believe the application processing (specifically the interview wait) is around six months right now.

I downloaded and printed off all the TRV paperwork, and I too am not sure if this will work.

But a TRV also asks you to provide an photocopy of return ticket or itinerary proof of financial support...so if you get a TRV...that means you pass all those qualifications before trying to visit.

So if you have a TRV it would look like you did all the stuff before hand...

I think they are $75 now and are good for five years. Both Canadian and US immigration must approve each application through an in-person interview. In person interviews involve going to an airport near you and talking to US and Canadian officials. I'm Canadian and the Canadian officials approved me without questioning. US asked: "Why do you want a card". I said: "Because my husband has one and I am sick of watching him go through immigration quickly while I have to wait in line." Apparently that was enough to get approved.

Best money I ever spent.

I think it's a waste of money and changes nothing about how your entry into Canada will go. If anything, I think it may raise more questions at immigration (i.e. why does someone who is visa exempt feel they need a TRV?). But that's just my two cents and it's obviously your call...

yes, nothing changes but like i said, it might help. there's a a post here from someone from UK who applied for a TRV even when she didn't need too as she was from a visa-exempt country and mentioned that it helped her case. here's the thread:
