Visit Visa refused for IRPR 216(1), which applied to study permits !?!

Hello,

A colleague's visit visa to Canada was refused recently, owing to several reasons. Three reasons stood out, however: they referred to section 216(1) of the IRPR which refers to the issuance of study permits. The last reason explicitly says the officer doubted her capacity to pay for her tuition! Is this just a major mistake on there part? Or are we missing something?

Additionally, her file number is V3220*****. Doesn't the V indicate a visit visa? Which again makes me wonder why they are referring to study permits.

Pursuant to paragraph 220(a) of the IRPA, I am not satisfied that you have sufficient and available financial resources, without working in Canada, to pay the tuition fees for the course or program of studies that you intend to pursue.

I believe that visa officers have a list of checkboxes that they can select in their system when generating refusal letters. Given that there was only one mention of tuition fees - and it being the final option - I am willing to wager that this grounds for rejection was selected accidentally. I have seen this issue come up a few times recently.

That's not the biggest issue. It looks like your friend had submitted a very very weak application for a visa. Is she holding a temporary residence in a country that is not her home country? She doesn't appear to have submitted very much information that supports her being a temporary visitor to Canada, nor enough to prove that she has any connections to where she's living at the moment.

What did she submit to IRCC in support of her visa?
