Visit visa: Over three months waiting. Is this normal?

It has been way over 3 months since I applied online for a visit visa over 3 months ago. When I applied, the CIC processing time estimation tool gave numbers in the 20s. It has been about 5 times that by now.

As a result, I contacted/e-mailed the Canadian High Commission in the UK (this is where I applied from). They got back to me more or less not even showing any concern about it. They just told me that my application is under active review and they will notify me through my online account.

Is this normal?

Applied 2 months ago from India, still there is no update from them.
