Hello guys,
As per the new rules , Can a visit visa converted in to student visa if an applicant have an offer from the university?

From the link you provided:


Visitors may not apply for a study permit from within Canada


Visitors may apply for a study permit from within Canada if they are at the pre-school, primary or secondary level, are on an academic exchange or a visiting student at a designated learning institution, or have completed a course or program of study that is a condition for acceptance at a designated learning institution.


It depends on if you undertook a program of study in HS or any other course while on a visit visa. If not, no you cannot apply to change from a visit visa to a SP within Canada

Thanks Mate.
I have done MBA in Finance. If a Canadian university accepts my admission and allows me to pursue double Master with letter of acceptance , Would I be eligible to apply for visa conversion in that particular scenario?

Be very careful about this. This happened to me last year when I got an admission from a Canadian school and was advised both by the school and the CIC agent on the phone that I can send my student permit application to their US consolate office in US while I remain as visitor in Canada. I did but got rejected and part of the reasons stated in the reply was that I should have applied from my home country.

If you are in Canada as a visitor and wish to apply for a study permit to attend a designated learning institution, you may be able to do so from within Canada. As of June 1, 2014, certain foreign nationals may apply for and receive a study permit from within Canada. These include:

* minor children studying at the primary or secondary level;
exchange or visiting students; and
* students who have completed a short-term course or program of study that is a condition for acceptance at a designated institution.

The answer is NO unless you were in school in Canada before you got admission to the MBA program
