Your family can certainly apply for a TRV. Generally the chances of approval are unfortunately very low.

Would look at the longer threads of protected people PR applicants. Really depends on the profile and may also depend on the stage of processing. May have also been easier before TRV processing went back to more scrutiny. Some may have gotten TRVs when IRCC was approving many in bulk without much or no scrutiny of applications. In general it would be fairly unusual for a spouse of a protected person to be a genuine visitor with the intention of returning home to wait for PR processing outside Canada after their visit.
