Visit Visa for disable sibling - Please Respond

I applied for my sister's TRV twice within last 3 years and it got rejected. Supporting documentation were quiet solid. My income and proof of work in management position in reputable company, invitation letter with tax papers, detailed cover letter explaining her dependency from child hood in my own words. i felt that all papers were really good, yet no success. My parents got the visa and she got refused. in first application, all 3 were refused. My parents won't be able to travel to Canada without her as she is dependent on them for daily living and can not be left behind in home alone. parents visa will be expiring in 6 months. In the application, we showed parents ties to home country (proof of assets were provided), one other sibling who is living in Pakistan. Our mother is a specific caretaker of her. I really want her to visit me in Canada with parents and it indeed is a bona fide travel where they will return before visa expiry. however, unfortunately, despite trying various ways, I just don't know how to demonstrate the truth. Notes from GCMS from her second application states following refusal notes: "single, no dependents, no previous travel, no employment, or financial status, unemployed and supported by parent. applying with parents. issuance will create weak ties for all family members. based on the information provided and economic factors of country of residence, I m not satisfied that applicant is bona fide temporary resident and will leave Canada at the end of any authorized stay as per section R179 of IRPA. Refused"

In cover letter following facts were stated: she has learning/intellectual disability from birth. she has difficulty walking by herself outside home. she does not require any medication or doctor attention and is healthy. however , she is dependent on parents for day to day living. she is never employed and does not have post secondary education. she receives in-home tutoring. she has some saving deposits given by her family and we attached a proof of that.

I clearly stated she is dependent and disable, but visa officer is expecting to see travel, employment and financial status. I know in this forum a couple of people who had siblings in similar situation and were able to obtain TRV visa for them. i contacted them for more info. but no reply.

My sister is adult but she is special and gifted adult. when she hears about visa refusal, she cries insanely like a little child. i feel so helpless. she is attached to me and wanting to spend time with me by visiting every year. i humbly ask everyone to give me your opinion and input in how to apply again. what supporting documentation to provide. i want all kinds of positive input. any lawyer references who have assisted in similar cases before, sample doctor or cover letter, any other ideas. please please help, so i can apply again with more solid documents. you can write here or private message me and i will promptly reply. if you don't know please ask around for me. I would suggest you request the notes on this case. Possibly then you could understand and build a better application.

That is not the notes we are talking about GCMS notes. It will tell you how the officer came to those conclusions. You can google gcms notes canada

I requested GCMS notes under privacy act by applying online and paying $5 and it is several pages. However, at the end of that document, the paragraph that I copied here was noted and was the only relevant information I could find. Is there anything else you're referring to that I should request?

My apologies I missed where you mentioned gcms. As cruel as it sounds the vo's main concern is that if your parents and your sister are all here together there is not much incentive to leave Canada. In other words if one of your parents stays behind your chances increase. All the other factors are difficult for you to change.

I also want to mention that on GCMS notes there is some incorrect info. For e.g. my sister's address is incorrect. name of individuals and their address where she will be visiting in Canada is also someone else's name and address. all that info is incorrect. I don't know what they have done. Mixed up my sister application with someone else's. email address for correspondence is also incorrect. how do I have them correct this information as right now notes are partially wrong indicating she is to visit two places in Canada to visit her daughter, whereas my sister is single, disabled, and was intending to visit me (that is her sister in Canada). I am so frustrated with their mess up.

The best way to correct it is if you decide to apply again. Changing the old one will not change the refusal.

did you have any good luck with her application? my case is also similar. im although planning to apply. havent applied yet. my sister is also the same and i badly want her to visit me.
