Hello,
I have PR but plan to get married from abroad. In that case can my wife come here firs as a visitor and then apply for PR from here or it should be done from there?

Your wife can try to apply for a TRV (tourist visa) to come to Canada. It's often difficult to get TRV approved if your spouse has PR or citizenship. If she is approved, she can come to Canada and you can sponsor her from within Canada. If the TRV is not approved, then she will have to remain in her home country while you travel to Canada. Once you are in Canada, you will then file an outland application to sponsor her. You will need to remain in Canada while the application is being process (short 2-3 week trips outside of Canada are OK).

Thanks for the reply. I am from Tunisia and I have PR in Canada. My wife is from Tunisia and she is there now. Can she get a visitor visa to Canada if I give her an invitation letter? In that case she can apply for PR fro here.

She can certainly apply for a TRV. However the chances of approval are probably low since CIC knows she has plans on remaining in Canada long term.
