Me - Canadian citizen
Wife - Philippines nationality, currently working in the US for 1yr term
Wife Sponsorship Application - submitted June/2016
Application received by CIC (w/UCI # provided) - July/2016

Plan - Hopefully the sponsoship is finalize/approve before her work contract expired next year March

Question:
We both want her to visit me here (4-5days only, a few times) in Canada while the application is being reviewed.
How long is the process for Visitor Visa?
She submit the application in the US? - (or in Canada)
How much?
If she is denied, will it affect our Wife Sponsor application?

Not knowing how long is the process time - is it worth it or better if I just visit her instead (i flew there 3 times already)

No.

Taking into account that the TRV might most probably be denied (temporary worker with declared intentions of immigrating) then it is better you visit her until the PR is granted.
 
You won't know until you try. She might have a better chance as she is working in the US.
 
This will be a very difficult one to approve from the visa officer's perspective. They might think she's headed north to stay and try to jump the processing times (or the process altogether!) by staying with you inland. Just letting you know how they see it from their perspective. Be prepared in case they say no.
