1. Check processing time here for your country: http://www.cic.gc.ca/english/information/times/index.asp
2. Create an cic account online, link it with the application.

Have your parents worked in the defense services, judiciary, police or a government department? Have they had visa refusals for another country? Or have they lived in another country for a significant duration?

IRCC is probably running background checks. There are a number of ex-defense services applicants who have applied in August 2016 (and later) and are still waiting for decisions.

Your dad's application could be taking longer to process if:
1. He held an operations-type role. For example, non-administrative functions/departments

2. He was posted in border areas (non-family type postings).... worked in high-security areas..... handled highly-sensitive information.... served during a war

3. He was working at a senior rank in the defense services

4. His travel history did not include countries like the US/UK/Schengen, etc

Here's the other thread:
http://www.canadavisa.com/canada-immigration-discussion-board/trv-for-retired-army-officers-from-india-t457534.45.html

TRV decisions in these cases are taking several months beyond the processing times stated on the IRCC website

Cheers

No, there's no time limit for these background checks because IRCC has probably requested information from other sources. This could take time to obtain/scrutinize.

Also, sending another CSE won't help

Hope your parents gets their TRVs soon :)

Thanks ...
We are hoping the same by last 7 seven months. :)
Why i added the forum here is becasue, my kid was having a Letter writing on his school last week. Actually teacher was teaching him to to write letter and how to post a letter. Last day we got that letter thru post, and he wrote about his grandparents, saying he is missing his GP and why they are not coming. Becasue 1st time there is gap of almost 2 years not seeing them. Becasue they used to visit us when we were at Dubai.

Yeah, I know how it feels. And, one cannot explain the delays in processing grandparents' visa applications to a little child

I really hope IRCC makes decisions soon in ex-defense services cases

You can send a CSE and request IRCC to let you know if they need any additional information/documents to make a decision
