Visa withdrawal

Has anyone withdrawn visa application and applied it again for another college. I am thinking of withdrawing my application as visa outcome is taking lot of time (more than 2 months) and its really frustrating.
and also the first college will not give full refund otherwise.
Your suggestions and replies are appreciated.

I actually got an offer from better college hence want to withdraw from first one and change. I first thought i'll apply for change of college after receiving visa but its taking hell lot of time and deadline for refund will pass :(

Pakistan..

Initially the process was going too fast...
Applied on 23rd Feb
Recieved letter for Biometrics on 24th Feb
Biometrics and Medical Updated on 27th Feb
Additional documents request recieved on 29th Feb ... submitted on 2nd March
Additional documents updated in the Gckey
Review of eligibility background check started in the first week of march.

Everything was on point and quick..But thn this Pendamic happend and ruined everything.

Funds stuck in Canada(GIC+Full year fee)
Funds stuck in home country (I can't withdraw my money coz I have submitted the bank statement and I have to maintain the account)

So yeah that's my Sad story...

But still I have hope and Faith.
