Yes. As far as I know all reject were processed in Ottawa. You can find it in correspondence letter.
no no , after correspondence letter,if decision comes in 24 hours its refusal if after 2 days thn its visa
it makes sense. I received reject in one day after correspondence letter.However, lots of people who submitted earlier than me havent received it yet.

i have received the correspondence letter and medical pass update on 17th of may and no update after that.
Thats nonsense. Correspondent letter is standard procedure. It doesnt says anything about approval or refusal. Decisions are delayed due to COVID-19. You may get approved or refused chances are 50/50. Stop making guesses that if decision arrives early its refusal. During current situation everyone is going to get late decision so it doesn't necessarily means that everyone is approved.
