Visa to visit dying relative?

I know someone who would like to visit her relative in Canada because her sister have been diagnosed with terminal disease - late stage lung cancer. She has been given 3 - 4 months to live and would really love to have her sister by her side at the final moment, as she doesn't have any other relatives in Canada. Below are some facts in regards to the applicant:

1. The applicant is currently living in Australia on visitor's visa visiting her son and daughter in law, she's been to Australia multiple times and complied with all visa conditions. Due to urgent nature of the matter, she would like to apply for Canadian visitor visa asap from Australia

2. The applicant hold People's Republic of China passport

3. The applicant does not have a job but she does have a decent amount in savings (USD $ 100K+) which she can provide an electronic bank statement. She can not supply proof of house / car as she did not bring those documents with her to Australia

4. The applicant's sister is going to issue an invitation letter detailing the circumstance she is in, she will also attach the medical diagnose as supporting evidence

5. The applicant will also write a letter of explanation to explain the rationale of the trip and provide reason on why certain documentations could not be supplied

From what I have read so far, Canadian visa is fairly strict and the applicant is nervous about the application outcome. Given the circumstance, is it possible for the Visitor's visa to be granted on compassion ground? If not, Is there a special kind of visa for people who wish to visit a dying relative?

The reason for the visa can be included in the visa request but there is no special "H&C" visa application. The applicant will be assessed as normal.

Unfortunately, her visits/stays in Australia won't help because she has probably been staying there for long lengths of time on each visit.


3. The applicant does not have a job but she does have a decent amount in savings (USD $ 100K+) which she can provide an electronic bank statement.
She would need to explain the source of those savings especially as she is not employed + is able to travel abroad frequently, etc.


She can not supply proof of house / car as she did not bring those documents with her to Australia
As a visitor, she does not have any strong ties to Australia.

If she is unable to include evidence of her property, other ties to her home country then I recommend she must not apply right away. It would help if she can get these documents first + have them translated into English by a certified translator if required.

It must not seem like the applicant is visiting to take care of her sister

First of all, thanks for your response.

Unfortunately, her visits/stays in Australia won't help because she has probably been staying there for long lengths of time on each visit.

Her previous visit were less than a month, so as her trips to South Africa and Singapore. Would that help?

She would need to explain the source of those savings especially as she is not employed + is able to travel abroad frequently, etc.
She is 60 years old and used to be self employed. Would that help?

These won't help unfortunately.

Nonetheless, she must include a Travel History document (chronological, last 10 years): Visa details + entry/exit dates for each visit + purpose of each visit + scan valid visas.


She is 60 years old and used to be self employed. Would that help?
If she is currently not employed then it won't help.

She must prove she has strong ties to return to her home country: Property/land ownership (including valuation, mortgage, if it is rented, etc) + dependent family members in her home country + financials (investments, pension - if she needs to return to submit pension documents each year then it could be shown as a strong tie) + any other visit to another country that is scheduled after her Canada visit + some other compelling reasons to return to her home country by a specific date (for examples, wedding in the immediate family), etc.

She must keep her visit to 3-4 weeks. She can stay for much longer if allowed by the immigration officer at the POE.

I truly hope her sister will survive this cancer. Miracles do happen :)

It would help but to a limited extent.

A US visa would only establish that someone has met the entry requirements for the US. Any previous travel to the US would only establish that someone has returned to his/her home country.

What would also factor in if one considers the US visa are:
The frequency of the visits to the US + purpose of each visit + the length of stay on each visit
