Is it necessary to get visa stamped from our home country or we can travel to any other place to get it done ?

Yes you can travel to other places to stamp you visa, but may take one month

once you get PPR request you can stamp your visa at any VAC, but consult professionals or check IRCC website if you worry

Visa is stamped at High Commission. Not at VAC
