My mother-in-law is a Nepal citizen and had applied for Canadian visitor visa this Aug from the US. She is waiting for her visitor visa decision and it has already passed the average decision time that is Sep 15. I inquired IRCC and got a reply that the application is under process and they do not have a definite timeline. She has a family in Nepal and was going to visit her daughter who moved to Canada in Jun 2024. She has a return flight to Nepal from the US at the end of Oct, 2024. While her application pending, suppose she gets her visa approval after Oct (that means she will be in Nepal) will she be able to contact local VFS Global in Kathmandu for visa stamping? Or, does she need to send her passport to the US Visa Application Center? I was wondering if someone was in similar situation or has a knowledge about this situation. For reference this is her first canadian visa application and she has been in US twice over the last 8 years. Thank you!
