Visa stamped with no picture

My husband sent his passport to get the visa stamped in....when he got it back ...the visa was stamped but no picture was placed there...even tho we sent it two of the right sized ones... we got the copr form with the visa tooo..
..why didnt they put the pic? Is this gona be an issue at the airport when he arrives?

No i didnt but there seems to be a space for it on the visa....and i thought since we had to submit two that theyd use one for this visa..

There are no photos on any Canadian issued visas. The photos are for the PR card.
