Visa Stamp at any VAC?

Forum,
Once I have a Work Permit approved and a request for passport is made via the online (MyCIC) portal, can I submit the passport at either VAC? I'm located in Los Angeles and though it's a Work Permit application (handled out of the NY Consulate AFAIK), submitting/picking up the passport in-person certainly sounds better than fedexing it.

Also just curious, once a WP is approved, can the stamp be issued at the border? The assumption is that I have a (Visitor) TRV already. Any experiences?

Can I obtain a visa at the airport or the border crossing?

No. If you are required to have a visa to travel to Canada, you must request it to the Consulate General of Canada in New York or Los Angeles prior to your trip. Please check the average processing time and allow enough time to submit your application.

btw, did you get your approval ? I filed on December 8th and no news so far

This is the canned reply, but I already have a visitor TRV visa and have a long history of travelling to/from Canada. Just that this will be a first Work Visa. Not sure what rules apply.

I applied online on Dec 3 (With LMIA). No response yet.

Also does anybody know if a passport can be submitted to either VAC (NY or LA)?

I am not sure about the "either VAC" thing. my attorney told me that you cant travel with visitor visa to Port of Entry since the work permit approval notice will be provided only after the work visa is stamped.

btw, my case is ICT. I think it is different from your application.
