Visa rules for adopted children of Canadian skilled worker visa holders

I am a US citizen, my wife is a Japanese citizen. We have just completed the adoption, in Japan, of two Japanese children. There is some complication with getting them US visas to live in the US (lonnnng story), and they are currently living in Japan. Thus I am considering moving to Canada under a skilled worker visa, and moving them from Japan to Canada to live with me under "dependent children" family visas.

QUESTION: If I get a skilled worker visa to live&work in Canada, will the Japanese children qualify as "dependent" children (they are both under 22 yrs old)?

This may seem like a straightforward question, but several countries do not recognize Japanese adoptions in this situation (see: UK, designated countries list). I think this is because Japan has not ratified the Hague Convention on Adoption (hcch.e-vision.nl/index_en.php?act=conventions.statusprint&cid=69).

Maybe they can answer your questions quicker than people in this forum (they usually reply within 3 business days). Since your case is very specific, I don't have the exact answer nor have heard similar cases.
