Visa rejection

Hi,
A friend of mine got admission into Conestogo college for Sep 2019 intake for health care administration.Unfortunately his visa got rejected.He is willing to defer that admission to Jan 2020 intake.are there any possibilities to defer his aadmission to Jan as he had already paid a 1 year tuition fee and Gic?
