My visa was rejected as mentioned in the GCMS notes -
applicant's previous studies consist of a Diploma in IT from the UK College of Business & Computing in Dubai and that the proposed studies in Canada consist of a college program in IT - Networking. I am not satisfied that the proposed program of study is reasonable given the investment required for international study in Canada when weighed against the potential career/employment benefits in the applicant's country of origin or COR after the completion of the proposed studies. The information on file leaves me not satisfied the proposed course of study would indeed lead to an improved career path for the applicant in his country of origin or COR. The main pull seems to be to study/reside in Canada.
The applicant's immigration status in his current COR is temporary which reduces his ties to that country.
Weighing the factors in this application. I am not satisfied that the applicant will depart Canada at the end of the period authorized for their stay.

My previous course was EXTENDED DIPLOMA IN IT- was mix between IT integrated in Business. Now i applied for 3 year Advanced diploma in IT and still rejected.

Maybe your SOP was not clear enough as to why that specific program and not another one would build on your profile. Maybe you didn't convince the VO that Canada was the only place for you to study that program. Also, your temporary status in your country of residence seems like a hurdle you'll have to overcome (not sure how)... Try to submit evidence of as much ties to that country as possible.

Siblings in school aswell, i showed one property under my name, 1 bank account with fixed deposit under my name. Also 24% partner in my dads company.

You could show a letter from an employer saying that once you have the new degree, they will hire you or increase your pay. It seems the problem with your residence visa is that it is temporary, it has an expiry date. Not sure how you can debate that one...

What is your work history? The fact that you don’t live in your home country means that you are unlikely to return to your home country. It isn’t guaranteed that you’ll be able to stay it the UAE if your father isn’t working or you aren’t working in there. The UAE could tell your family to leave tomorrow for no reason and you would have to. If you are part owner in a business then there are need to take another expensive course for career advancement since you are already part owner of a company.
