this is my guess..
u have IT degree and IT exp ur logical career path would be to do management course and get into a managerial position how ever u applied for a lower level management course so it contradicts ur career progression. So i this its a mismatch in their eyes unless u had a very good explanation for doing diploma. again this is my guess experts can provide more input.

Sometimes they just dont give visa and they give a very lame excuse for it
Some people get visa with the same profile when they reapply
It might be that when a person reapply, the file goes to another visa officer who might not be as strict as the last one
so better luck next time
