It's not guaranteed how long any application will take unfortunately. You were refused the first time, so this time there will be more scrutiny on it. don't forget to highlight in the application that you were refused or you will face the possibility of a ban for misrepresentation. I mean it's up to you when you apply, but because you are rushing, you don't want to make mistakes. There have been countless examples of people not getting notes, not knowing the exact reason why they were refused and they keep getting refused just cause like you 'they were in a hurry'. If you decide to go ahead, good luck with the application and do your SOP from scratch. No editing other people's or using a template.
Okay man I will keep all this in mind.
Do you think it's a good idea to get my make made from a paid professional?

Up to you if you pay a consultant. Personally, I have never used a consultant. Applications seem straight forward enough to do it yourself in my opinion. If you are going to pay somebody, make sure they are legit as there are a lot of people out there that will scam and not car whether it succeeds or not. Just take your time, be honest and it will be fine.

The biggest issue I am facing right now is I cannot get my mind to work with all the stress about the first rejection and thinking that there a chance that the 2nd one will get rejected too. It's too much in my SOP I wrote about a variety of topics like why I chose Canada, good things about Centennial College, my background and qualifications etc but now in the clarification letter I have to just write about one reason that I will come back to India after my studies. And that's the most definitely difficult part.

Not true. If you do that you will be rejected again. You still need to mention why you want to come and study etc. Get notes, calm down and when you get them address the reason for refusal in the notes. You are not going to make September now. Take everyone's advice and don't get another refusal cause you are in a rush

All you need to do is make sure you convince them you will go back to India after your course by mentioning family, property, job etc. Some things that tie you that country. Next you need to explain why you want to do the course in Canada and not another country. Next you want to explain why this course is going to help you when you return to India, for example does it help your job prospects. Getting someone to do this for you isn't the answer. They have to be your own words.

I applied for a Canadian study Permit on 6th of June and got my biometrics done on 17th. Just now I got the biometrics confirmation from and also got my visa which was rejected and the issue was that THEY DO NOT THINK I WILL COME BACK TO MY HOME COUNTRY AFTER MY STUDY IS COMPLETED.
How do I reapply or what should I came in my file that will assure them I will come back.
