I understand that, But visa officers are not PhD in all the subjects, for example a student's admissibility (academically) can only be determined by the pioneers those are the group of educationists who are experts in their field. Genuine degree isn't enough to get accepted. Rest is VO's job. A comment from visa officer about doubting the decision of the university is not right.
In simple words it sud be like this
Admissibility (Academic) University decision
Funds, Job History, Travel History, Ties etc should be VO's decision

I am not commenting on this applicant's situation in particular, but I think an educational institution that makes large amounts of money from admitting international students may be more likely to accept a borderline student than if they were getting the same tuition as a local student pays. The VO may think that the student isn't likely to be a bona fide student if their marks have been borderline in the past and their motivation for coming to Canada is for residence.

You may be correct, in my case emotions have a louder coz I am victim.

I definitely don't mean to victimize the victim. If the only reason for refusal is the missing document then follow the previous suggestion regarding reconsideration letter. UBC surely would not give a full scholarship if it wasn't warranted. Don't waste it by hesitating. Good luck.

Sympathy for the situation where your papers have not been received by the VO as you intended.
