Visa Rejected 2nd time in April. CAIPS Received, need help.

Hi,

my visa got refused 2nd time in April. following reasons are:

-Purpose of visit.
-not bona fide student

so then I immediately applied for CAIPS notes because I had a doubt on my refusal.
so I got my CAIPS notes today and it says ( in short)

My father has taken loan for my study purpose. Modest funds provided by parents for study purpose, not sufficient funds available. I am not satisfied that proposed study would improve careers prospects to a degree that would offset the cost of studying abroad. minimal trave; , week ties. not satisfied with my true purpose of education . not satisfied that student will leave Canada. Refused.

please help me and tell me what to do...

is this the comments for 1st Refusal CAIPS or 2nd Refusal ?

I got Caips notes in 1 month.

My profile is :

SSC 1,2 : A grade
Hsc1,2 : C grade (Highschool)

Admission in international college of Manitoba

Ielts :6.0
Reading : 5.0
Writing:6.5
Listening:6.5
Speaking:6.5

.

And yes the caips notes are about 2nd refusal.

1. I would suggest to take your time to elaborate your CAIPS. More you write, more information we have to help you out.
2. Finance- as this is a serious concern of the VO, we need to know details of you finance situation. How long is your course, tuition fees per year, amount of money shown in account, tuition fees paid, any property document attached, parents ITR, salary, how do the VO knows that your father took loan, loan amount, etc. Again, more information you give us, more helpful we can be.
3. Bona-fide student- you can prove it by writing strong SOP, paying one semester tuition fees.
4. Tie to home country- parents, their property, your property, job prospect etc.
