You completed diploma and again going for diploma course that does not make much sense. change your program level this time.

peep dude VO just gave u this reason after this he have also ticked another reason also beacuse the reason u telling us is an SIDE HEADING OF REJECTION LETTER under this he would have ticked one more point which is the actual reason of rejection u see the letter again...
