My agent suggested me that , never worked in hospitality industry , plumbing it's for gap and it's not related to the hospitality.
Am 23 years old ,no i don't have any personal funds
If you have plumbing training, consider taking a job for at least two years. Then build on that to apply for Express Entry (trades stream).
I would not advise you to return to school to obtain Bachelor degree (not much value these days) and then spend a lot on Masters program abroad. It's a very long route and as the years go by, it only becomes harder to get in.

Your best option would actually be to pursue further education in plumbing in Canada depending on your previous training and work experience. It will still need to show career progression. Plumbing is a much better career and a field in demand in Canada. The fact that your brother just got approved hurts your chances because your case is not strong and it seems pretty clear that the whole family is trying to relocated to Canada.
