what can i do now please , the federals visa bureau send a PR refusal..is there anything that i can do ? please help ! I am very disapointed!

No - I don't know. There are hundreds of people on this forum - I don't remember everyone's story.

If you failed to provide a police certificate then it makes sense the application was refused. I'm not sure what there is to appeal. The police certificates are mandatory documents.

I also refused from London office after that I sent them reconsideration request and they replied that they will contact me again as soon as. My Q? is that will it extend my appeal time or not?

Thanks I was in quebec selected program..quebec did accept me but when it comes to the visa they refuse my PR!

try to settle your dues in dubai in order for you to secure a PCC, if thats the reason of your visa refusal only.
