Visa refusal

Hi, my wife applied for a student visa and I for an open work permit and it got refused today. Here are the reasons given:

You have not satisfied me that you would leave Canada at the end of your stay. In reaching this
decision, I considered several factors, including:

immigration status in country of residence
purpose of visit
employment prospects in country of residence
current employment situation
personal assets and financial status.

How can we rectify this and reapply?

Wife's profile:
Filipino national living in Israel under a temporary residence visa through marriage.
Accepted to the Pacific institute of culinary arts 1 year course.
Course fees: $36,450 CAD. $8,135 CAD paid.
Showed husband's bank statements with savings of $40,000 USD

It seems the problem is you haven't showed you have sufficient funds to support yourself and your wife in Canada. You would need more than 40,000 if the tuition alone is 36,450.

Oops, I meant to type "40,000 CAD" not "USD". My mind still works in US dollars
You would need to prove that you have enough funds in your account to cover your living expenses & housing for the year, and transportation back to your country etc. in addition to the annual tuition. Therefore 40,000 isn't gonna cut it with the CIC. Your bank letter will have to show all of this when applying for your permit. That's the instruction CIC gave me when I submitted my study permit application.

DO you know why? CIC should've sent you a letter explaining the reasons for your rejection.

In my case, my tuition for 2015-16 is around 12,000 CAD in total. We gave them a bank letter showing total savings of more than 90,000 CAD, more than adequate to cover first 3 months of rent, a year's living expenses, and sufficient funds for transportation back home if I decide to during summer.

Good luck with that! Just remember your financials are one the MAJOR things CIC looks at. 68,000 is better.
If you've paid the tuition already include the receipt with your financial docs. If you're still uncertain get a family member to write and sign a declaration saying that they'll support you with xx amount of money for the year and include their bank info.

I am surprised by the comments here. I just read the reasons given for the refusal, none actually talked about money directly, though, not being sure that you will leave Canada may point to your financial situation. Did you explain your residence status in Israel in your application? Is there any issue with your residence status? Are you working at the moment? if you are working did you show evidence of what you do, like a letter from the company or pay slips? You can't just lodge in 40 thousand dollars without proof of what you do. If you are working what type of work do you do? Does it correspond to your qualifications?
