Visa Refusal under SPP

My visa got refused today, applied on 1 August in Chandigarh through online.

Programme: Masters in Information Systems Security, Concordia University College of Alberta
10th - 85.6%
12th - 73.4%
Bachelor's: B.E. (Computer Science & Engg.) CGPA - 7.55
Ielts : 6.5 Bands

Refusal Reasons : Proposed program is not reasonable in light of past studies.

GIC & 1st Sem Fees Done.

What should be my next plan of action??

Your IELTS score may be part of the problem. CIC typically likes to see a score of at leasat 6.5 in each of the four IELTS categories to show that you have the level of English proficiency required to successfully complete a Masters in Canada.
